New Support Items-Blatant Shift in Meta

Is it just me or do the new items seem like an obvious shift to poke supports? They give no in lane sustain and after you finish the quest, no income. In lane, the ones who run spoils of war are at an obvious disadvantage from poke. Afterwards if you don't have waveclear (Braum, Malph, Blitz, Leo, essentially those who run spoils of war [heck even Pyke]) you don't have any real way of getting income except from trying to last/steal from your adc or getting assists. The latter being near impossible to do if you're behind. And then items are limited to the obvious support items, Randuin's Omen and the like are way too expensive. But those don't give as much stats to keep up with the enemies who already have a damage advantage.
