Laning against him is beyond annoying. Even with a ranged champion it's so hard to deal with him. He just harasses you out of lane constantly and you never get to pressure him. Unless you pick another stupid tank like Cho ofcourse....

Sion has always been a lane bully. He still gets dumpstered by decent all-in bruisers.
Running comet over, say, Grasp or Aftershock is a conscious choice to make. I've won against plenty of comet abusers because they dont realize its a playstyle choice and not just "ultimate meta freelo".
Comet sion gives up dueling strength for poke. If you have ways to dodge or negate his poke, or ways to sustain through it, he is useless and can't do anything in lane.

Sion is currently 1 of the, if not, the best tank top laner in the game. I honestly hate facing him top lane due to how strong he is early with his poke with comet. The meta isn't really about 2 tanks facing each other. It's more about pick a fighter or a diver meta. Sion is just really strong due to his synergy with comet and scorch and also how he is just strong naturally. Also, I think chogath counters Sion. Then again, he does well into other tanks due to his e and ult.

Back when the rework came out, sion was used as a poke champ too. Due to his unique kit, he's been viable in every meta so far, and I would be surprised if he didn't remain a good toplaner no matter what happens. And well, comet sion works best against ranged toplaners, believe it or not. That's just how the meta is at the moment.
