Can we get context as to why we dont have draft up all the time?

As I've been playing exclusively draft since the Runes Reforged, as I'm not familiar enough with jungle-based runes and specific ADC runes, I probably ain't the right person to answer.
But if I had to take a shot in the dark, I'd say it's because people are impatient and just want the game to start.
IIRC the number of people that play draft over blind is quite low (compared to the number of people that play blind over draft). That combined with EUNE's small player base size (compared to EUW), means that in Riot's words "game quality" and "matchmaking quality" is lowered.

It's up for 12 hours a day. This is because together with previously added Flex we have one queue more than we had last season. This means there is less people to queue up in match making and thus the quality of games might be potentially lower. Please check the larger post we submitted last Thursday for more details.
