Hextech Crafting

so yesterday i rerolled 3 skin shards and got apocolyptic brand. i do not own brand nor do i plan on buying him any time soon. what i want to know is why are permanent skins treated like skin shards. why can't we use a permanent skin on it's own to reroll for another permanent skin. i tam thinking this is a good idea as when you reroll a permanent skin for a champ you own it instantly gets activated. this stops it from being abused. i would like it if this could happen soon as permanent skins should not be treated like skin shards at all.
