Is Matchmaking broken?

ive had many enemies under level 30 on the enemy team for the last few games. level 11 warwick and 21 katerina in my last game. Is there a reason for this? we had a gold two silvers and a bronze so i dont know why we fought such low level people. Its not the first game either, i have friends who have had this happen in their normal games when they play solo.
