when are we gonna increase fizz troll pole cooldown?

its just needs the ezreal treatment. increase the cooldown. he easily gets 40% cooldown. the fact is his E base damage and scaling is so damn high and he uses it twice often the most damage i get is from his E and all this time hes not taking any damage from me its utter bullshit to go against
