@ Meddler & Repertoir: A potential solution for Veigar

So recently there's been a lot of Red activity around here so I figured now's the time to discuss a sort of elephant in the room around here Veigar .

Warning: Wall of text and theory crafting ahead

Personally Veigar has been one of my favorite champions since i started back during Aatrox's release I loved his traditional Black Mage design, and he reminded me of Vivi, my favorite Final Fantasy character.

Now tbh I always played him wrong and often got frustrated because i actually tried to play the stacking game instead of just the press q on enemy champ like your Kassadin. However despite this I always enjoyed seeing him played and like how perfectly intricate his kit was everything had to fall into place just right for Veigar so he could burst his opponent instead of getting blown up himself.

Enter the Veigar rework he now actually wants to play the stacking mini game, but at the cost of his kits reliability and self made plays. Now I will admit his E was always ridiculous for a basic ability but the instant stun was important, however overall i can accept that it was doomed to be removed eventually however this left him in a state were unless his opponent messes up they can only be trap in the circle thus allowing them to avoid dark matter easily and ruin Veigars burst and eat him (in a 1v1ing situation, something i would argue a burst mage should be able to excel in versus squishies).

Now I have mained Veigar since the reworks launch and since I know rank will come into play here, yeah I'm bronze, climbing up to silver like a bullet, and yeah at my rank people will throw themselves into my wall faster then they dodge Lux shields, but I cannot imagine anyone in higher levels of play being stupid enough to walk into Veigars stun for him

So since riot has maintained that they want the cage to be a cage (and I honestly agree in this respect, if we really want Veigar to have his reliable stun back the only way we would get it back is if we convince riot to make his e a single target skillshot and we all know Veigar e is to iconic to be removed) many have come to believe that the sensible thing to tweak would be his w the question has become, How?

Many have suggested Veigar w be expanded in his cage but seeing the lack of red responses or actions on these ideas I can only assume they don't like it. Veigar's has far to much damage to expect that to be buffed and to be quite honest that wouldn't solve his issues anyway (I.E new Morde Q >_<). the damage is far to high to reduce the delay it often deals as much as his ultimate to squishies and it HAS to be balanced around being dogdeable to some extent.

So here it is my idea Dark Matter now stacks ala Vel'koz w up to 2 charges.

"Blak you bronze scrub that's moronic and broken hes just gonna double w a squishy and instagib them as shit stfu about balan-" NO shut your trap I'm not done.

Dark matter now also applies a "Matter Destabilized" debuff, which reads as, "Champion has recently been hit by dark matter (or in FB veigar case Code) anomaly and is unable to be effected by another until their molecular state has been re-stabilized." this debuff would last for one cooldown of Dark Matter. it would have some dark smoke or broken coding effects on final boss over the champ model to show that they cant be hit by W at the moment.

What this does is it forces the opponent to actually be in fear during his e while he is alone, they are forced to dance to dodge both his w charges when he goes for his full combo, while not actually increase his burst combo damage. Now to go with this i would recommend also halving the cast time (not fall time on the w so as to assure that his combo timings (which are currently very precise to take just as much time as his e last mid game) aren't effected as a result of him double W-ing.

Now for the damage control on these changes. this is a sizable buff to his team fighting but i wouldn't say its off the charts. Yes he does get to start a team fight with one extra w, but typically, once a team fight has broken out w is probably getting thrown out on cooldown anyway. I would say that a nerf to his late game w damage of 80-90 percent of what it currently is (so late base and ratio, not early base, w cost a stupid amount of mana early and is incredibly hard to hit for a stupidly low payoff already but that's fine we're q farming early).

**TLDR: Veigar W has slightly decreased cast time (not drop time ) and slightly decreased late game damage in exchange for a stacking cooldown that has a Yasuo e esque effect (can only be hit once every e cd). **
