BotRK being nerfed isn't even the reason why Kog is in a hard spot right now.
Games are shorter, meaning it takes more effort than it did before for both Kog and Twitch to reach their carry power spike whereas ones like Kalista, Jinx, etc can stay relevant sooner and they have easier laning phases. Kog doesn't really hit his spike unless you rush Runaan's and Guinsoo's Rageblade which is/was 5000 gold. A Lucian can spend 1600 gold less and curbstomp you in lane with just Essence Reaver while gettitng AD, Crit, and CDR when he gets more crit (Something that's detrimental for Kog to build due to how his W works).
His ultimate suffers from the same laughable mana gate mechanics as Kassadin's, even though the damage is only really noticeable if the target is under 25% health for the triple damage and higher coefficients from both AD and AP. So unless you plan on rushing
and maxing your E first in lane so you can clear the minion wave at level 7 with an E > R combo, you're shit out of luck.
A bunch of Assassins are able to use the AD item overhauls, and
are just as popular as ever in Normals and low ELO ranked, making the need for a team to peel for you even more of a necessity given that Kog implodes like a wet tissue if a ranged minion so much a shoots him a dirty look. Virtually every support counters him in lane given that you either max Q for the gold efficiency since it gives ~70% at Rank 5 with your W doubling its effect. But the problem is you're sacrificing range for that since going by the 5 2 1 1 build at Level 9 you're getting +70% Attack Speed and 620 auto range. Which is hardly enough to stay alive in this meta given that 3 1 1 at Level 5 gives you 590 auto attack range and +60% Attack Speed.
His W nerfs all of his auto damage (With the exception of on-hit effects) by 45%, making crit not really viable for him even though I've done some work before with
and
given that the more auto attacks he pumps out the greater crit chance and the mana regeneration is kind of nice. So basically instead of building him like you could years ago with Madred's Bloodrazor, Phantom Dancer, and Bloodthirster + Triforce you're pigeon-holed into on-hit builds which don't really get you anywhere.
That's about all I have to say about it but Kog'Maw has wayyy more problems than just
getting its current health damage nerfed by 2%. But what do I know, I'm just a dirty Silver player.

Because that would affect more than just Kog'maw.
Buffing Bork would be a buff to Vayne and she's already silly.
Previously Koggy hit his power spike upon reaching level 6 and having Sheen. With just Sheen combined with his hefty W and R base damage he was a major threat. But now his base damage is next to non-existent and Trinity isn't a very good item on him. Thus, Koggy languishes.
