ADC rework?

I may not be good at this game, but when does RITO expect to make a majority of the ADCs semi relevant again? I feel like we're a bit overdue on have normal bot lane matchups. Unless you are really good with Ez, Lucian, Jhin or Kai'sa, there isn't many options for bot lane against the picks like yasuo and (pick a champ). God forbid they take a tank bot lane... you are useless until late game.
