A fair balance for reporting.

I think that we should have a system where if you report people, then you don't get matched with them...

To stop this from being abused, this effect only lasts 5-10 minutes. Then you are free to be matched with anyone and everyone, including the toxic people or the people who are better than you, in the case of people abusing it.

Worst case scenario, Challenger player reports a player to make crazy queue times for himself and eliminate competition. He ends up with a long queue time, erasing his "grace" period if you would call it, and ends up getting matched with that player again anyways.
