Help me solve a doubt please?

So I really like Quinn, I've finally reached diamond and I want to fully understand something. Her passive marks an enemy, and regardless of attacking or not the enemy that has been marked you have to wait a certain cooldown before harrier can mark an enemy again (unless you E which immediately marks the enemy and resets harrier's cooldown).

My question is the following: is the cooldown of harrier related to something? As soon as it marks the target I look at the cooldown and it ranges between 4-8 secs, but it doesn't seem to be related to spell levels, champion level, wether you proc it or not, etc. Is it random? Must the RNG be on my side to get a low cooldown? This would be helpful to know, thanks in advance for the comments.

im pretty sure its rng random based (i use to play quinn im basing it off of that) when i use to play her alot i use to get a good sense or feeling when it would go off so idk maybe its how you move, like if you walk up closer towards a champion instead of away it will proc faster . Just a theory but i think its random but within a time frame.

It is not random. it shouldn't be random. The max cd should be around 8-10 sec but it will decreased to 3-4 if you proc the passive.
