1st Time Champ Users Jumping into PvP

Can Riot prevent first-time champ users from playing pvp so that the rest of the team isn't forced to carry and pick up their slack throughout the match?

One suggestion would be to make it a requisite that the person must play at least one bot game with the new hero before playing competitively, so they become familiarized with that champ's abilities and be more prepared to play against other people.
