Explanation: while not good for every champion, certain champions like Veigar, Vel'koz, and Xerath would certainly get a lot of use out of it. It also allows a more defensive itemization for mages after building tear if things go sideways. It is, however, more expensive than Archangel's so there is the simple downside of cost.
Ruptured Staff Recipe: Needlessly Large Rod (1600) + Fiendish Codex (820) + 780 = 3200 +120 AP +20% CDR UNIQUE Active: disables the AP boost from this item in exchange for increasing the CDR boost of this item to 40%, even if doing so would exceed the 40% cap (allowing as high as 60% CDR) for ten seconds. While on cooldown, the CDR of this item is disabled. 100 second cooldown.
Explanation: First of all, why on earth is there not a straight AP+CDR item in the game? It's always seemed so strange to me that it's only ever tied to mana for mage items. The active on the item would also be useful for certain champions come lategame, though it's already gold efficient even without counting the active.
Sunflair Spellblade Recipe: Needlessly Large Rod (1600) + Stinger (1250) + 600 = 3450 +100 AP +50% AS UNIQUE Passive: Hitting an enemy with a spell will apply on-hit as well as on-spell effects (so applying Malefic Visions could trigger BotRK's passive damage, but the actual ticks of the DoT would not).
Explanation: This might just be my Azir bias showing, but honestly, I really would like an item that makes AP+AS and hybrid champions more viable by opening up their build paths more like this. Even if this is just my favoritism rearing its head, the item is at least very expensive and relies on having other items, so it's certainly an item that would only be acquired later on, perhaps as a fourth or fifth item.
