Why IS Cho'Gath's E togglable?

This has been something that really just seems off and frankly I don't think it has been asked or just not asked enough... For some reason Cho'Gath's E (for you non-void tank liking plebs makes he AA deal bonus damage to enemies in a set range in front of him) can be toggled on/off. Now that's fine and everything, except for one thing.

WHY?

For comparison, Teemo's E applies bonus damage with his AA as well as a dot, once a point is put into that skill it stays on permanently, it is not toggle-able, nor does it cost any mana. On the opposite side of the coin Singed's Q is togglable and costs mana, but that's only because of how much it provides to the table of course... In Cho'Gath's case however there is no reason for it to be able to turn off/on, It cost no mana, doesn't really attract that much aggro from towers/minions, and you get nothing out of having it off. If Cho'Gath had a slight bonus/E costed mana like Singed's Q then that would make sense, otherwise what's the point of having the option to turn it off and not make it permanently on like Teemo's?

It's nice to get that extra damage on a tower during laning phase without drawing tower aggro from your e hitting the other laner. Even as a tank sometimes I don't want to dive a tower I just want to kill it

Two reasons

A) So you can attack a tower without drawing agro from hitting the enemy laner. This is important if you can't kill the laner, as it lets you weaken their tower without chunking your own health.

B) To control how much you push. All you skills on Cho already push hard (except R); having control of your void spikes lets you last hit without pushing the lane.

the thing is Cho's is an AoE, not just a single target on-hit effect, meaning having it on all the time would auto push waves, or draw tower aggro in bad situations, or other similarly unwanted scenarios. Being able to turn it off allows for more natural gameplay and more decision making (do I want to push now? should I risk aggro-ing turret for this poke damage? etc.).

but it can draw turret aggro if you don't turn it off and it hits an enemy champion, it's a strategic point to remove the downsides of constant aoe auto's

For Cho'Gath, it can be handy to turn it off if you want to attack a turret without accidentally drawing aggro. It's not the most common scenario, because you probably shouldn't just ignore your opponent, but it does still happen.

Ye, i wish it was like teemo's too, because sometimes when I'm in a teamfight or whatever my hand slips and turns it off, so i deal significantly less dmg(especialy as AP cho)
