A Different Approach to Poacher's Knife and Counter-Jungling

Recently a large topic of discussion has been the uselessness of poacher's nice and it's ability to effectively fill the niche of counterjungling items that are limited to being useful for counterjungling. The current issue being that those who would benefit from an item like poacher's knife don't need the current passive and would rather be able to duel, and those who do need it to effectively counter jungle most likely will not counter jungle enough to make use of the item.

Some proposed changes:

1.) the main goal of counterjungling is to effectively set the opposing jungles behind while exacerbating your lead. You make the game more one-sided by punishing your opponents low clear, lack of vision control, choice of banking patterns, and back timings to effectively reduce their impact. The current iteration of Poacher's knife does nothing towards this role. It helps a jungler get in and out of the enemy jungle and not rewarding them for having gone in the first place.

Why not make it so that if you "poach" a kill in the enemy jungle it drops or spawns a block, something that would have to be cleared away by the enemy jungler before the timer starts ticking. Now, taking an enemy jungle is guaranteed to have a lasting effect on the opposing team because that camp will no longer be available in 60 seconds or6 minutes it would be available 60 seconds or 6 minutes from the point the enemy team killed the unit the was placed by your Poacher's smite.

2.) Effectively counterjungling includes repeated invades and pressuring the enemy . So what if the enemy is too lazy or to focused on ganking to notice your unit 60 seconds after the fact and you return to the camp? Make it so that if you are the jungler to get rid of the unit after a time (69 seconds?) you get experience and gold. You are rewarded for counterjungling and spending time in the enemy jungle without having to dent another camp but by denying the same camp you denied previously.

Tldr: Poacher's knife should drop a "block" when taking an enemy camp that needs to be cleared by the enemy team before the respawn timer starts ticking.
