Fill not considered a role for dynamic queue

Recently playing some normals with 3 friends and having 3 roles selected between us and me queue'd for fill the game would not allow us to progress into queue. I had to change my fill to a role before it would let us in. What is the point of having fill as a role option when the client doesn't accept it as a valid queue position?
