Is it because ADC's are bad? Goodness, no! It's the fact that they're the only champions required to build more damage items than defensive items in order to do damage over a period of time. Top laners generally buy many, many defensive items. But regardless of that, they still have enough damage to wreck an ADC. Mid-laners are able to expend all of their damage in a swift half a second, faster than an adc can react, and especially faster than an adc can deal the same damage.
Look at Graves, for example. Is he an ADC? Technically, yes, but the fact that he's strong enough to battle head-to-head with other top laners makes him usually go top. Or jungle. He's strong because he has high base-damages and a built-in armour passive. And that crippling blind. He's allowed to be beefy *and strong; a privilege most marksmen are banished from.
She goes top lane because she can kick miles out of danger, and also has a crippling blind. Few marksmen are that lucky. I take Vayne top for this exact same reason --- being able to push danger far away.
There's a reason this "Meta" exists, which pins juggernauts top, assassins mid and weak, pitiful marksmen bot. If any of these lanes swapped around, it would be entirely unfair towards the underpowered marksmen like Ashe or Varus. Their only use is to stun a single target and run away as actually good teammates finish the job, which used to be the support's job a long time ago.
