Suggestion for a Unsealed Spellbook balance change

I understand that it's probably too late in the development cycle to suggest this, but what if each summoner spell had a different exchange rate for summoner shards?

For this change, you most likely would have to change how frequently you get the shards and how many you can hold at once.

My arbitrarily suggestion for the conversion rates would be:

3 summoner shards: Flash, Teleport 2 summoner shards: Heal, Cleanse, Exhaust, Ignite, Ghost, Barrier 1 summoner shard: Smite

Another suggestion I've heard is to keep the rune how it is and just change teleport to 2 summoner shards. That means the earliest you can take teleport would be 8 minutes so it would be more risky for laners to start the game with flash + ignite/heal/etc and then swap to TP for a free base.
