Garen coming out of Level 6 Hextech Crafting

So for those of you who don't know, the 400 RP on hitting level 6 was replaced with Garen and Ashe Champion Shards, a skin shard for one or the other, and some essence. Now I wouldn't have a problem with this if Garen wasn't already a champion you could get for FREE.

Can we please change the Garen champion shard/skin shard to a different 450 IP champion that you can't get for free.
