They say they are trying out things on the extremes and that there will be different iterations in the coming days. But with the blanket nerfs to multiple abilities and complete removal of multiple effects, it seems pretty obvious what they are trying to do.

Reread, because they hit his main strength (sustained damage) as well and his utility (knock up + shield) . They are trying to remove him from play. It isn't like there isn't a precedent for this kind of thing (Olaf).
They are trying to bring him in line with other mages. Whether or not they succeed is yet to be seen.
