Can we start taking power away from supports and junglers?

They currently hold too much impact on games. A heavy ganking jungle can put so much pressure just by existing, making enemy laners scared to play aggressive. As for supports, they have cheap items with actives that are sometimes more powerful than ultimates. Not to mention the supports usually make full build before everyone else due to their full builds costing 11k-13k. Meanwhile top lane fighters struggle to make 3 items + boots with this amount of gold.
