Upgrading Gold-Income Item for Blackout Passive.

So, I'm reviewing a match I had from last night on my lunch break and, given that it's bronze 5, the numbers are nuts (the enemy support got out-warded by their top lane riven - what?), but I'm wondering what it would be like if, after you've unlocked your GI item's quest and upgrade it fully you could start a new quest to give your GI item a Blackout passive.

I'm partly saying this because I'm salty that our WW killed more wards than I did, but also, giving that item the Blackout passive would give bored Supports the ability to roam a bit with purpose. I'm sure there's too much going on right now for anyone to give a shit, but giving Supports a little more juice for their dollar bill (and an incentive to upgrade coin and dagger lines) would be nice.
