Can Swain W become Soraka's starcall in the future?

With the right adjustments [range, cd, slow, regen, it would fit her so much and add so much value to the champion.

Swain W get vision, slow, do a good chunk of damage, have strategic value and much more. Starcall you spam it lane phase and then don't see it anymore ever again because it stops your movement and super punishable. Maybe starcall could have a high CD but that decreases if you land it?

Just imagine getting vision of dragon with this :D
