Why does Qiyana's ult behave so strangely?

1. The knockback is significantly slower than the projectile. This doesn't make sense.
2. Champions can still use abilities while being knocked back. This also doesn't make sense and is contrary to every other knockback in the game.

What the fuck is up with this ability?
