toxicity versus uncooperative individuals

I just played with a Rengar jungler that didn't gank, was 4 levels behind our top laner, and just farmed the entire game. this is inherently worse than someone being toxic. in most cases, toxic individuals are trying to win the game and through their frustration with team mates comes the toxicity. Someone toxic can be muted and ignored and reported. However, someone that is uncooperative cannot be muted, or ignored, or stopped. Even Riot doesn't ban people for being uncooperative. At least with toxicity you can mute their chat, mute their pings and continue to try to play the game with them since they usually ARE still trying.

By no means am I justifying toxicity, but there is a way to deal with it. There isn't a way to deal with a 4v6 when one team mate refuses to comply with the team's desires.
