Tower diving - not punishing enough?

Pretty much this ^. I just started thinking that tower diving became way too easy lately. It's still a no-no to dive at lvl 2 of course, but don't you think that lvl 6 is also kind of too early to just deny one of the most important aspects in the game for ones safety? I don't know maybe I just see it in the wrong way, what do you guys think?
