Skin Program

Don`t use it, i was banned on 2 accounts because i used this program :(

I'd say no.

1: The skin creator tools that riot has Ok'd do one thing and one thing only, custom skins. This does Skins + music which shows the program has room for expansion. The big deal about that, is if that program gets a fishy update to try and expand other features they could get a lot of accounts in trouble during testing it (the developer has no loss for your loss, remember that.)

2: Sorta repeating above, the program could get an update to do map skins or something riot doesn't like and you'll get banned even though what you originally downloaded say, a year before was perfectly fine.

3: There have been a few cases of riot banning players for using in-store skins even on approved programs. I'm really not sure how or why they're upset about this (aside from free skins and you get your limiteds to yourself) but I've seen several cases of this when I was looking into skin editing myself awhile back.

: Its newish, wouldn't try a new program, riot might see "something different with client" without knowing about the program and drop the ban without context.

All I can say is use at your own risk. Its "technically" fine now, but there's potential issues you were warned.

Why been banned for something is legal,[zombie-brand-clap] andddd..... something its only seen by you.[sg-ahri-3] I am not hacking system or doing something wrong*[sg-soraka]* . I`m using a program that feels skins only for my self.[sg-lux-2]

Riot is kinda stric on anything that messes/inserts stuff into the League programming. I'd submit a ticket asking about it before trying it

I would submit this in a ticket or possible on Player Behavior as it does not seem to me that it would get due attention here (I think the volunteer crew is here more than reds).

Nonetheless, as long as it does not A) attempt to scam skins out of Riot (with some free RP or whatever it is) or B) interfere with the progress of the game in any way, it should be fine?
