Excess cdr

So i was playing suport and i noticed there are quite a few ap support items and they all have cdr / . so if you get these to help out your ap patios on your heals shields and damage spells a little you go way over the cdr cap. so i was thinking for items like these you you go over the cdr cap the excess cdr gives you something like 1 extra ap per cdr you go over, and not just for ap item for ad and tank items too, except in these cases it would provide whatever is the most dominant stat on the item.

if thats too hard to figure out for every cdr item then they could give ms per point you go over instead, and if you dont like mobility in your league of legends then maybe the most balanced idea(imo) would be to give extra gold per 5 for each point as like a friendly refund over time when you buy a stat you no longer have a use for.

idk its just an idea i had because support items have cdr all over the place and they wind up wasting gold on a stat while also having the lowest gold income in the game so that never really made sense to me. i dont like watching poor people burn their money because they dont have a choice.
