Wierd stuff

So i am watching qtpie stream atm and i noticed this riven with a wierd name, I checked her acc and she was silver in both s4 and s5.And now she is a challenger with 532lp. http://na.op.gg/summoner/userName=q1035716423aries I was curious so i checked challenger/master ladder for NA and there is like 5 or 6 people with simmiliar names(all have QQ then some numbers) and all were much lower elo before. So what is happening, are those boosted acc and why Riot is not doing anything about it?
