I think Riot should buff top lane bruisers to also be able to jungle.

When I say buff, I don't mean give them more damage to champions or to give them mobility. I'm talking more about buffs to make bruisers who can't jungle due to not being able to clear effectively or with a healthy amount of hp left.

Example of a bruiser who can't jungle effectively is Darius. He doesn't clear fast enough and he has low sustain in the jungle. He used to be able to jungle before his rework. Sort of.

Buff(s) for Darius to jungle more effectively can be as following: his bleed can apply and refresh the burn/drain from Hunter's Talisman, his bleed deals bonus damage to monsters, and/or his W cd is halved when consumed on a monster(but the Mana cost isn't refunded as if he killed the monster, unless he does kill the monster with his W auto).

I'm just throwing this out there to be able to buff bruisers to be able to jungle as well. What are your thoughts on this?

That...leaves the massive problem on Darius of "He has zero gank potential".

In general, immobile melees tend to be useless in the jungle. The only exception to that I'm aware of is Nasus, and that's solely because he can hit an outright insane stackrate if he's allowed to do so in the jungle, significantly higher than he can get in lane. I want to say it's something insane like 600 or 800 stacks by 20 minutes.

Some champions just can't jungle because their kit makes them useless in the jungle. Generally you have to either be somewhat mobile with CC or highly mobile with damage (Basically every meta jungler to date), rely on a higher theoretical strength (Nasus), or be an extremely cheese pick (Twitch). Note that the last two are still shit in jungle, they just have a definable point where they can pop off and actually be useful.
