Should there be a "SAFE SYSTEM" in Draft Pick and/or Ranked matches

I notice that in Draft pick and/or Ranked games there are always the same few champs that get banned (ex. and ) so I thought there should be a system that randomly picks 4 or 6 champs that cannot be banned in Draft Pick and/or Ranked games.
