Why is Riot not looking to rework Nocturne?

His ult is interesting, and his Q is interesting, but he just can't bring enough to the table to be a decent, consistent pick unless he builds tank. Even then he's not consistent.

Everyone either builds him to 1 shot, or builds him tank, and neither are in line with the obvious fighter archetype he should fill.

At some point Nocturne should be reworked. There's such an absurd amount of potential that lies with him that he isn't living up to, even if his kit were to remain relatively similar.

His Q is fun and interesting, but it isn't effective like it used to be. Same with his W. Same with his E.

Nocturne is an outdated champion that cannot function reliably because of all of the different power creeps that have happened in League.

After the assassin rework, Riot should look at what they want Nocturne to be and toss him at the end of the rework schedule (behind Warwick). ** Edit: I forgot to mention that his lore literally does not make sense anymore. Every incredible part of it is from the original Summoner lore. **
