Is Ekko OP?

So I've been thinking about Ekko a lot recently and how he seems to be on the OP side of the champion power spectrum. I certainly see a lot of games in which Ekko carries his team even if all other lanes lost. Currently, and not surprisingly, he is the #1 banned champion in league with a 78.8% ban rate. However, the numbers tell a different story. Among all leagues, his average KDA is a weak 2.22 and his win ratio of 48.0% does not suggest that he is a strong champion. In fact, both these numbers are well below average (out of all 125 champions he is 99th in average KDA and 101st in win ratio.) So here's the question I've been wanting to ask: Is Ekko OP?
