Jungle > New Players
Just wondering how Riot expects its new player base to learn the game and learn roles like Jungle when they don't have the ability to smite until level 15(?), Smite is quite and important part of jungling..................

Don't mind smite. They won't get far without runes and masteries anyways...
It's level 10. As someone who started just this last April, I can say that in most of my early level Games no one wanted jungle. There was little worse than having someone call your role faster and being stuck jungle. There were maybe 3 champions that could effectively clear even the s4 jungle without runes or masteries to help them. Those flat bonuses make a huge difference on the first clear, I saw executed on second buff more often than not.
With smite at 10, it encourages double top until you can get at least a few masteries. With the new runes for t1 and t2 coming so cheaply, things will improve even more. I think the change is justifiable.
Newer players should just wait until learning the jungle. Of all the roles, the jungler has to most know how to choose objectives and which lane to help/not help. You really need to know the game before you can get started in it.
