One of the largest tips of playing leblanc after her rework is to use her Q projectile landing time. Basically, you do NOT have to wait until the passive timer fully cooks up, you can do it around half if youre looking for a full WQR. Hit your enemy with a W and wait for a short while until the timer is around half, use your QR, and the R projectile will land on the enemy just in time to proc the mark. Alternatively, enemies who are running from you who have a targeted projectile on their tail are in for a nasty surprise. Use your distance and ult stealth to maximize profit and safety.
