got a bit of a problem with both health scaling seals.
now i understand that the 0.5% are meant for tanks... and that the flat HP scaling (24 HP at lvl 18) ones are meant for everyone else.
but lets compare the 2 in a more practical way
with flat HP scaling at lvl 18 you have 216 HP from flat hp scaling seals now lets take a full build tank roughly 4 k health right? you get a whopping 180 health..... ok wut? yknow ima make a build MEANT for these runes ima just stack 4 warmogs with boots and frozen mallet (that way i dont waste my CDR from warmogs) on alistar (who gets the most hp at lvl 18) you get 6.4 K health. you get a whopping 290 hp from these runes...... and not to mention a worthless build.
can these hp% scaling runes be looked at? they dont perform at all in their intended purpose. hell you could make em 1% and they would be viable on tanks and not OP. considering you have to use them instead of the holy armor seals EVERYONE as a tank uses.
