Is league pay to win?
I know I'm going to be downvoted but it seems like those who have payed for full rune sets have a clear advantage over those who don't.

You cant pay to get an unfair advantage over teammates in an exclusive way. That's pay to win
The only thing paying does is accelerate what you can do through just normal playing
I've spent 0 dollars on this game. While I don't do much 'winning', I think that's more so my 4-37 combined team than it is what skin I'm playing with. Runes are free by the way.
i don't think you understand what the term "pay-to-win" means
Runes are IP only.
They do.
League, it is not Pay to Win. Pay to Win are games where you are limited and have to pay in order to get the best stuff. Fortunate that there is a (rightfully earned) stigma against these sorts of games so we don't see them much anymore. There are other types of games, such as Freemium games. Freemium games are games where it is free to get play but there is content that is gated off behind in-app purchases; the game is "free" but the "Premium" (i.e. normal) experience is not. This describes League far more accurately.
It doesn't lesson my opinion of the game, and I think it's fine, highs and lows aside, but I classify any free game that has non-cosmetic purchases for it as pay to win. But many people differ on what pay to win means.
#Winning
Well you can't buy runes with RP,so its not even possible to just buy them directly with money.
though you can of course accelerate the rate at which you get runes a bit by buying IP-boosts.
However in the end i wouldn't say it is pay to win,I mean that is pretty much the only thing that gives you an advantage in a fight and even then you can just save your money for the runes. I myself were pretty much able to buy full sets of runes once I had the required level, simply because i didn't buy a lot of champions.
