Client Lag With Worlds Update

Ever since the worlds patch, I have been experiencing computer lag whenever my League client is open. I have tried other games, and they don't make me lag. I don't experience this lag in the login screen, launcher, or in-game, but just at the home page. I have not been able to play at all because the lag has gotten worse. I have tried repairing the client, as well as re-installing. Please Help!

10/11/16 Update: I have reinstalled League of legends twice now, and lowered my graphic settings and I am still getting heavy frame lag in the client. Now the lag has progressed in game where I get as high as 20 frames. My windows taskbar is also flashing in my game. I ask again that someone please help!
