I was wondering why are the tier list from sites like U.GG, LoLALYTICS, Mobalytics, etc so very different from op.gg? I know op.gg takes their data from the Korean server alone, but I am still surprised at the drastic differences. For example, almost every NA site has Udyr the 1st or 2nd tier for Jungle, yet op.gg has Udyr in the 4th. Another is Ramus, some NA sites have him listed as 1st tier while op.gg has him listed 4th tier. Those are some fairly large gaps. So I think there has to be a reason there is such drastic differences.

Another question is when a site has a Low Elo list and a High Elo list. Are they saying that the champions they list will perform best in that Elo bracket due to other common picks in that bracket or are they saying that If your skill level is Lower Elo you should stick to those champions? Sometimes though that have higher difficulty rated champions in the low elo list like Rengar.

You can sort by Korea high elo on websites like league of graphs or lolalytics and get the same results as op.gg (I assume u.gg can as well, just too lazy to check). The main difference is high elo Korea plays at a much lower ping than most other servers. If you are on na but live right next to the server, you may be better off looking at Korea stats since that would better match your ping. Likewise, if you are in South America playing on na, you may be better off looking at regions with worse ping than the standard na games.
