First off, i think the new DH is much better than the old one, its just seems much cooler/healthier and isnt as limiting, but riot kinda failed in a couple of different things that i feel like saying here.

-DH is supposed to be for mainly Junglers who can scale and farm up a little and then pop everyone with the reset mechanic in teamfights , which this DH doesn't really support at all, You want a better DH? you fight 24/7, which is the complete opposite of the original concept, The fact that you can only get stacks is by fighting people means junglers will get much less souls than laners.

-Secondly, a new DH that's good on laners should sound pretty good for a champion like Nasus, but because you need them to get under 50% HP means that Nasus will find a very hard time getting any stacks at all in lane, which makes it get used only by early game bullies to bully even harder & opens up the opportunity to just farm souls off of 1 person on the enemy team, which personally i don't think is a good idea.

After pointing out these problems i think the best way to counter that is by making these changes:

  • Epic Monsters - Cannon Minions/Super Minions drop 1 (?) soul with a CD of 45 Seconds (?).
  • Champions drop 3 (?) souls with a CD of 2 minutes (?) on the champion who got their soul harvested.
  • Each soul equals 3 (?) Damage instead of 5 or 8 Pre-nerf.
  • The damage part procs with a 70s-30s (?) CD from levels 1-18 instead of 45s for all levels.
  • DH base damage 30-90 (?) from levels 1-18 instead of 40-80.
  • Killing a champion form over 50% HP doesn't apply the damage but harvests the soul So you don't lose out on a soul for no reason.
  • Take-downs lower the CD to 0 seconds instead of 1.5 Seconds.
  • Area of effect damaging abilities Deal 40% less damage with DH.
