Kassadin is a ticking time bomb

His early game is not as exploitable as it used to be because of fleet footwork and taste of blood. If isn't vs Talon or isn't ganked and killed before level 6, he's almost always going to be able to reach his 2 item spike, ROA and Seraphs. So maybe reduce his base health by 50 or reduce his health regen or health per level.
