Low FPS?

After the addition of the new Irelia and Lee skin, I can barely get a game where I'm above 20 FPS (Normally run at 60). I've tried changing the settings and messing around but nothing helps it at all. I don't have any backgrounds windows or programs running. Has anyone else had a problem? Any help is appreciated.
