queue problems

when people are under the lvl 30 and also not even ranked why put ranked in enemy team! how must one win when they pre with a lvl 30... no chance of win so please fix this huge problem cause this is main reason why 70% of people stop playing this game. cause its unfair gameplay what u guys are doing!!!
