Need poppy's e damage when non-collides

Honestly, you can just build IBG and burst people so hard even when not hitting a wall. It's pretty rediculous. I'd rather she be a bit underpowered in release than overpowered, and even now she seems pretty powerful. I'd rather poppy not be illaoi 2 in terms of unnecessary power.
