Vote to Kick

With trolls and toxic people being a very common thing in league, could we add a 'vote to kick' option in the champ select? I understand this might add an entirely new issue with trolls, but I am tired of being either stuck with someone who is trolling and toxic as soon as they get into a champ select or having to dodge(especially ranked) because its going to be a loss either way. A most recent example, is that I get into a ranked champ select with someone spamming 'who counters ____' and I try to tell him to play whoever they're best with and not to worry about counters, and he tells me to 'go die'. Now, I either have to go into the game, knowing all he's doing is being toxic and going to probably feed so i'll lose 16+ LP, or I dodge, have to wait the 4 minutes or so while losing only 3 LP and pray that my next lobby doesn't have someone like him in it or I'm officially screwed. Can we at least get an option where, same as a surrender, 3 out of the other 4 players can agree to kick them out of the lobby. No players have to be penalized from this, they will just have to re-queue. If the vote fails then it's on the lobby, at least they had the option.
