PSA game starts at champ select

Title.

Been seeing it for a while now where i'll say something like "hey X want me to get your champ and trade?" or "Hey wukong, do you plan on building tank or damage?" or anything along these lines. and without fail, every game, the response I get is

"..."

champ select over count down to game start and they answer 2 seconds before going in great job team, info I could have used 2 minutes ago >.>
