Why is fizz's e being buffed

His e is the bane of anyone with a skill shot's existence, guess they're gonna give him 2 seconds shorter to evade anything that comes at him, why are they buffing champions that kits are already strong enough. His w is ridiculous with its damage with 0 risk and his ultimate is the size of mid lane. Please nerf.
