Hextech Rocket Belt: Rebalancing and the Consequences of such a strong-looking item

I'd like to start out with saying that I think the Hextech Rocket Belt looks like a great, fun item to use. As a tool for immobile mages, however, I do have some reservations. My primary concern here is that the item will become a must-buy (mobility often is), with its fantastic stats and active, start getting picked up on champions its not intended for, and then rebalanced endlessly from there. In addition, I think the active conflicts a bit too much with the Hextech GLP-07A (Hereby called the Cold-Thrower).
However, I think there are a couple of changes here that would make heaps of mages (and non-mages who don't have to see Rocket Belt every game) happy, with some clear reasoning behind them.
#1) Remove the Damaging Active, or reduce the damage. Although it's still not a ton of damage, the active still does more than its Cold-Thrower counterpart. I understand the tradeoff between the items is mobility vs a cc slow (getting in range vs hit confirming into spells), but when it comes down to it the active just seems too good. This item could be used to find stealthed targets like Talon when he ults, to run away, to add damage to your combos, etc. I think shifting this part of the active to be unique to the Cold-Thrower would give the Cold-Thrower a clear place in a Mage's arsenal as a stat stick / valued active. But as it stands, I don't know if many people would choose the Cold-Thrower active over the Rocket Belt active when it does less damage and only shoots in one direction.
In addition, the Rocket Belt seems like it will feel a lot like the Force Staff from Dota 2. The Force Staff has a place in Dota as a semi initiation / escape item (Sound familiar?), that can be used in a number of situations. However it has low stats and a decently low price (comparable to the stat-less Blink Dagger). Even in Dota, a game where the Blink Dagger exists, I cannot imagine an item that has the Force Staff active and stats good enough for a core item, along with a weaker Shiva's Guard active (the aoe damage).
#2) Shift into a defensive armor mage item I was thinking on this aspect of the item for a while, as it is my biggest concern. An item that currently gives health, AP, CDR and a killer active will be I believe utilized on almost any character hoping to all-in others or escape from dangerous situations. But I feel that this item could have a unique niche in the Mage Arsenal of items that would make many of us happy.
Change the combining items to a
Seeker's Armguard and either a Lost Chapter (New Item) or a
Chalice of Harmony.
As it stands, a Mage looking for a defensive item has to choose between a Zhonya's Hourglass and either a Banshee's Veil or Abyssal Scepter. A lot of the time these latter two aren't particularly enticing or viable choices. I feel that the Rocket Belt would have a much more healthy build path like this (although I have not yet decided upon Lost Chapter or Chalice of Harmony for the second item). Many mages are concerned about the dominance of Marksmen and just general AD overall in the game, and our itemization against AD is pretty poor outside of "build an hourglass." Introducing the Rocket Belt as a defensive Armor option for Mages (and maintaining it as a Mage/Support item with the Chalice's sustain capabilities or the Lost Chapter's aggressive sustain in lane) would give a viable choice between invulnerability and a short dash to get out of trouble or help our initiations.
