The fact that damage from the new runes outweighs tank is starting to show itself

When we reach the point where either damage runes must be nerfed or tank runes must be buffed, I believe it would be in the best interest of balance that damage be nerfed, even if only slightly.

We must take care not to feed on powercreep. Toning down at this point seems to be inherently safer than reving up. While it's understandable to brush aside "NERF MASTER SUCK TOWN RETURN PLZ" calls as just memes, the reality is that the foundation of the call for morello to return is built upon the hardest of stones. Whether or not morello actually returns is a complete non-issue to me, but whether or not we feed into powercreep or pull back power IS an issue, and I believe the solution is clear.
