a new meta standard
imagine if, there was a pool of champions that were carefully selected and only nerfed in emergencies, that the idea is this pool is a well-balanced and slow-to-change pool. a "standard pool" of you will, intended to be slow to change.
and then a second pool of champions that riot is focusing on balancing and figuring out, where if they want to make champion updates or add new champions it would be in this pool. frequently champions would be added to this pool, and once a year a bunch are removed so that the pool doesn't grow too large. a "seasonal pool" if you will, intended to have riskier and more frequent changes, as new things are trying to balance out.
then when you go to ranked, you could play in either the "standard ranked" where only the standard pool is legal to choose from, or you could play "seasonal ranked" where both pools are available.
and then there'd be champion rotation. once a year, a small amount of the standard pool is removed from the pool, and replaced with new champs who are proven to be balanced well enough to be in the pool. and at the same time a lot of champs are removed from the seasonal pool, some to move to the standard pool and some to be unpooled, and throughout the year new champions and unpooled champions would become part of the seasonal pool.
and I suppose you might as well have the option to play "unpooled rank" where all champs are legal.
does that sound like a good way to handle ranked, so that there is a "reliable" option for players who want reliability, but also a "flashy****" option that will be popular for everyone? the LCS would be seasonal ranked, and the idea is that by worlds things are balanced out.
so example time, we have 130 champions in league right now (or something) and worlds happens once a year. the standard pool would be say 45 champions large, and the seasonal pool would be 40-60 champions large depending on the time in the season. the month after worlds, is season rotation, where 5-10 champions leave the standard pool and 5-10 enter it new. at the same time 20 champions leave seasonal pool and 10 enter it, and throughout the year as champion updates and new champions occur the other 10 champions enter the pool. by the time it's approaching worlds, the changes settle out, so there is at least two weeks before worlds of stability in seasonal ranked, and to remain that way for worlds. no balance changes for that time period. then, item and summoner spell changes would all happen for seasonal rankings, but only twice a season once the changes are established as balanced would some of the changes then be enacted in the standard rank games.
this system would allow for an established and consistent rank scene for those who want it, but then a more popular scene that also would give riot more realistic ability to work with balance than the PBE which is limited.
